&lt;p&gt;I saw this line of police cruisers down on Canal and stopped to ask one of the officers about the practice of driving around in long lines of patrol cars with their lights on. One officer told me the practice is called Critical. Another described it as, “a counter-terrorist manuver.” When asked whether it works, he replied, “We haven’t been attacked yet!”&lt;/p&gt;

&lt;p&gt;While taking this photo a woman asked what was going on. When asked if she had ever seen this phenenon before she said no. I explained and she replied, “At least I can get on the subway now.
