One officer told me the practice is called Critical. Another described it as, “a counter-terrorist manuver.” When asked whether it works, he replied, “We haven’t been attacked yet!”</p> <p>While taking this photo a woman asked what was going on. When asked if she had ever seen this phenenon before she said no. I explained and she replied, “At least I can get on the subway now.
